Signs of the Times

Walking from Plymouth Ferryport to the station this morning, I saw signs with the following:
"Home of the Vodka Jelly's"
"Sorry Lift"
"Other city centre"
Are these people that careless/stupid/mad? Some serious proofreading needed.
